Sherri Arnold - Operations and HR Generalist
  • Experience Ms. Arnold has more than 20 years of management, HR and finance experience, primarily in the non-profit sector. Her experience has focused on Executive Management, organizational development, compensation/benefits, management training and succession planning.
  • Knowledge Ms. Arnold built an HR department for a company of 20 employees to one of 150 employees in four countries and three continents around the world. This responsibility gave her a strong understanding of multiple HR laws and challenges. She worked very closely with the Board of Directors as well as the Board Compensation Committee. She has a diverse understanding of all facets of HR including compensation/benefits, training, organizational development, workforce rebalancing, and Executive/staff recruiting.
  • Background�She has held numerous senior management roles, including most recently, the Chief Operating Officer of the Graduate Management Admission Council. Prior to her time in non-profit, she held various accounting roles at M.D. Oppenheim & Company, CPAs.
  • Education Ms. Arnold has a BS in Business Administration from Waynesburg College and an MBA specializing in Human Resource Management from Marymount University.

Cynthia Carter Atwater - Benefits


  • Experience Cynthia Carter Atwater has more than 25 years of professional employee benefit experience.
  • Knowledge Ms. Atwater has extensive knowledge in employee benefit and retirement plan design, pricing, plan management, product selection, vendor relations and plan administration. She has superior assessment skills and her plan designs meet both the business and employee needs of the client. Her experience in the employee benefit industry and her professional relationship has proven invaluable to clients.
  • Background Ms. Atwater founded CCA Consulting, Inc in 1991 serving a variety of clients. In 2010 she merged her company into Digital Insurance and through this combination provides an outstanding level and breadth of expertise, commitment and resources. They focus to achieve a balance between the strategic, operational, and human resource requirements while serving a varying array of clients. Their client portfolio includes non-profits, high-tech firms, government contractors, with a specialty in the complex delivery of global benefits.

Joseph Cooper, Jr, CPA - Finance & Management


  • Experience Joe Cooper has more than 30 years of financial management experience in the profit and non-profit sectors.
  • Knowledge Mr Cooper's portfolio includes financial management and planning experience with a focus on productivity improvement and in implementing cost-effective measures that have positive impact on organization, revenue and profit performance. He brings to the practice an in-depth professional financial management background plus knowledge of and experience in directing support functions including HR, IT, audit, contracts/grants, facilities and office services. Mr Cooper provides a breadth of organization and financial assessment capability to our clients.
  • Background Mr Cooper was VP of Finance and Administration for the National Endowment of Democracy for 20 plus years. His experience prior to the Endowment included financial management positions with the Comsat Corporation and auditing positions for a public accounting firm in the DC area.
  • Education Mr Cooper has a BS in Accounting from Norfolk State University and is a Certified Public Accountant.

Peter Garbis - OD & Generalist


  • Experience Mr Garbis brings more than 30 years of Management and HR experience, primarily in the high-tech sector, focusing on organization development, strategic planning and performance management.

Steve Hudson - Systems & Management


  • Experience He has 30+ years of experience in developing information systems to support employer and client needs. His superior problem solving and project management skills have supported both complex space systems programs requiring sophisticated management and leadership skills to basic business applications requiring hands-on knowledge and skill. He brings a philosophy to the client that encourages finding and implementing solutions that are both cost effective, user friendly and performance enabling.

Paul Johnson, Ph.D - Labor & OD

  • Knowledge He has worked as a labor relations, communications and training consultant in a wide variety industries domestically and internationally including: manufacturing, health care, power generation and distribution, radio and television, hospitality hotel casinos, mining, retail, food processing, finance, newspapers, aerospace, and other industries.
  • Background He has executive positions in General Electric and Johns Hopkins setting up new facilities, assessing and training management and directing the HR functions. As a Vice President of Personnel Decisions, Inc. in Minneapolis, he consulted with a wide variety of Fortune 500 companies on a variety of human resources issues. For the past twenty years, Mr. Johnson has worked as a labor relations consultant.
  • Education & Affiliations Dr. Johnson completed both his undergraduate and graduate work at the University of Minnesota. After graduating with a Ph.D. in Industrial Organizational Psychology. He has been a licensed consulting psychologist in the states of Maryland and Minnesota and has spoken frequently on supervisory assessment and training and management development. He is a US Army Veteran.

James O'Brien - Compensation & Generalist

He has also been a key participant in M & A projects.

Penny L. Prue - Benefits, Compensation, HR Systems, P3


  • Experience Penny Prue has than 20+ years of professional HR experience.
  • Knowledge Ms. Prue advised the executive leadership team on key HR issues for the organization’s strategic and operating plans. She has designed market-competitive total rewards program by benchmarking benefits, conducted a compensation studies and implemented new performance management systems. She has written contemporary policies, procedures, implemented enterprise-wide accounting/HR systems, developed HR metrics and assured the HR programs and practices were compliant.
  • Background Ms. Prue served as Assistant Vice President, Human Resources of the Association of American Railroads where she worked for 19 years. As an external consultant, she has worked a variety of assignments primarily as an interim manager overseeing key HR functions.
